Saint-Cyr-au-Mont-d’Or (Lyon): The French “Ecole Nationale Supérieure de la Police” (ENSP) hosted the First meeting of the Euromed Capacity Building Network on January 26 and 27, 2017.
In the inspiring environment of the ENSP, this meeting enabled an initial contact between the project team and the capacity building experts, who have been introduced to the general functioning of the project and their expected role and contribution within the Euromed Capacity Building Network.
The Euromed Capacity Building Network is composed by a group of experts from the Euromed South Partner countries and EU Member States, either knowledgeable in capacity building and training, or coming from the operational field in different law enforcement areas. This network is the second pillar on which the Euromed Police Project will rely, and it will operate in response to the threats identified by the Euromed Analysis Network.
Within the capacity building structure, every partner country designates a contact point (the so-called “CAPASPOC”) in charge of coordinating the activities of this network for his country. The respective CAPASPOCs will namely be in charge of managing a national pool of operational experts, composed by specialists in the different priority areas of the project. Those specialists could be mobilised for the project Capacity Building actions.
During the two days of workshop, the national experts had the opportunity to exchange on the different investigation procedures applicable to their countries. The discussions namely focused on the cyber area.
The next meeting of the Capacity Building Network will be held in spring 2017, after the Euromed Police High-Level Meeting of February, during which the priority areas of the project will be discussed and officially endorsed.
